It is now, in effect, introducing retrospective legislation with DOTAS declaration being used as a stick to beat legitimate investors who never planned to have the liquid assets to meet disputed liabilities."

Finance Bill debate in Parliament
The Finance Bill is being debated in the House of Commons just now:

I counted 11 people on the Government benches - is this democracy in action?
