Yes, they're Self Assessment compliance checks, so i doubt anyone would be doing themselves any favours by ignoring them.........
Not sure of the legal stand on it, but seeing as HMRC are 100% entitled to open the enquiry within the 12 month window, I doubt taxpayers would have much clout in refusing to co-operate.
I've heard of cases where CH are telling people just not to respond......that's just idiotic. You can't just ignore official (and legal) requests for information from HMRC.......well you can, but at your own peril !Comment

Casting the net wider
I wasn't in any arrangement post 2009, but have received a Section 9A Enquiry for 12/13.
"I should like to consider the return in more detail and investigate the contractor loan arrangement"
My answer to their 10 points was basically - I was not in any loan or arrangement x10.
There is no - You "might" have been in a scheme - It is Guilty b4 you categorically prove them wrong!!
I asked them for proof or reasons as to why they think I was in a scheme. I won't be holding my breath.
