I sort of suspect in a lot of cases its the allure of the unobtainable and risky.

For a new thrill you have to do something you can't do.

That would be children because most normal people think they are most definitely out of bounds.

I can't decide on this one, you haven't actually abused a child so where does this sit in severity in your eyes - as bad as if you abused a child? Should those distributing such stuff be considered worse than big standard abusers (like selling drugs is worse than using them)?

It should be more serious than being forced to retire early. Though to be fair anyone else would have got a jail term for that.

Back in late 90s the Mr Butler-Sloss, husband of the head of the family divsion court, was caught going to Africa to abuse under age girls. I bet eek can google that too. Nothing happened to him either.
