This always comes up every so often. I'm not taking sides but if you were a tax inspector who would you want to investigate ?

One company takes 14k salary and 10k dividends.
Another takes 4k salary (no minimum wage for directors) and 20k dividends.

Both have taken the same structure and done things proper.
Both companies have taken 24k but as a tax inspector who would you go after if you had a choice ?

Like the thread said, if there are fewer inspectors, they would probably ignore the first group and concentrate more on the second. Isn't that just common sense ?

Now take as a for instance if I set up to work in a company in another country where I don't have to pay any tax, and work in the UK on an intra company transfer?

Several thousand contractors in the UK are doing this. tulip loads are doing it in Denmark as well, so it must be European wide. Yes it is completely illegal.

Do the tax authorities investigate them? NO, and a rather large and resounding NO as well. Smallest whiff of an investigation and they are gone like tears in the rain.

But back to my point. Your scenario is to missunderstand how the Revenue work. The tax people go after easy targets, that is all, it is no more complicated than that. So, it may appear counter intuitive, but they will go after the one with high salary low dividends, reasoning the target company doesn't know the rules or their accountant isn't so good, hence they are more likely to have made mistakes which can net the inspector brownie points.
