        2 of us arrived before 8:30am, 3rd contractor arrives just before 9 am for a meeting at 9am. Bob arrives at 9:20am just as we are finishing meeting.......

          Sounds like he's the sensible one, if the meeting can continue without him either it's not important or he doesn't need to be there anyway.

            That's not too bad, at my previous gig (in Osterley) the Test Manager strolls in at 11am most days and the so called Technical Test Architect who only lives in Luton rocked up at about 11.30am each day. Both were contractors and neither did their contracted hours and to my knowledge they're still doing it now lol!

              You haven't cleared up whether he's a local indian (born or been here a number of years) or recently arrived.
              Indians have a different concept of timekeeping. One (meeting the bob specification) I worked with said it was common in India to wait all day for someone who would constantly reassure you they'll be there in 10 mins and it was a cultural change to stick to agreed times.

                  I referred to him as "contractor bob" because he seems "fresh" so to speak. In terms of appearance and accent.
