Exactly what is the justification to have the memorial service on both BBC 2 and BBC 24?

Presumably on BBC2 because not everyone has (or knows about) channels beyond 1-5, and on BBC24 because so many TVs are permanently tuned into that channel in offices, etc. Or something.
