It depends what you mean by "make poor". If the same level per capita income were distributed more equitably then yes, up to a point I would expect crime to drop in line with that. And health to improve etc.

I would think there is a point of "optimum" inequality beyond which further reduction would have it's own negative effects.

Give an example. Why not go the whole hog and take the entire wage packet of Brazil and divide equally amongst everyone?
