    To be fair to DA, the Education Secretary doesn't understand that, either - as he explained to the Education Committee last year:

    Chair: One is: if "good" requires pupil performance to exceed the national average, and if all schools must be good, how is this mathematically possible?

    Michael Gove: By getting better all the time.

    Q99 Chair: So it is possible, is it?

    Michael Gove: It is possible to get better all the time.

    Q100 Chair: Were you better at literacy than numeracy, Secretary of State?

    Michael Gove: I cannot remember.

              This rears its head in healthcare as well with 'league tables' for surgeons. Everyone would like to be operated on by the best surgeon. Not many people fancy being operated on by a below average surgeon (if you ask them). Most people are happy being operated on by a competent surgeon.

                  Here's an idea for how to target education to those who will benefit from it most. Take the results of all the tests that kids do, and pick the brightest ones and send them to the top public schools at the taxpayers expense. Then, do the same with GCSE and A level results and make sure that the brightest ones get a grant and get their university tuition paid. We need to do this at GCSE to make sure poor kids actually bother to do A levels rather than going straight to work.

                      Why should there be a limit on "top schools"?
