      I can't see that at all - sure some parts are grubby and full of rubbish (depending on their chavness/new immigrant quota usually).
      But many places (most places ?) aren't.
      In London I've lived in NW, E, W, SW.
      E was most definitely grubby and dirty, W and SW (Toast Rack, Richmond) definitely not.
