I don't think the UK is quite as bad as Germany in this respect. Here you can't get (i.e. rent) a property unless you have a job, you can't get a job unless you have a bank account, you can't get a bank account unless you have a job, you can't get a property unless you have a bank account, you can't register unless you have a property, you can't buy a car unless you've registered, and so it goes on in a little vicious circle (I think thats why you'll find many people live at home with their parents until they're quite old)
