Note that the TalkTalk solution still records everything that you do, and will flag whether you are looking at something that you "shouldn't". It just then doesn't apply the block. -

No public sector work is required here. All this is is a legal requirement to expand filtering beyond the court enforced ban on newzbin and piratebay. Most Isp will already have appropriate filters from Huwai in place due to those court injunctions.
