So you think Govt conspired to kill Kelly and risked exposure by appointing person who will "investigate" it few hours too early?
What's more likely is that they got info that it was most likely Kelly who died even though formal identification was not fully done. -
he despite reportedly not being depressed popped packs of pills and sliced his wrists with a butter knife neither of which he left finger prints on.
