    For me this is a result of the empire building being alluded to in another thread. The cycle seems to go something like this

    1) New exec/senior manager gets position. Has a large budget and so does some stuff with it.
    2) Each year exec's budget gets cut and so slowly head count has to fall ( I never understand why people think that year on year more can be achieved with less money but hey!)
    3) After 4-5 years exec fails to meet budget and gets moved on
    4) New person comes in needs to make impact so major redundacies.
    5) Rinse n repeat

                  I heard recently from a guy I worked with on a project for a huge American company making medical devices; the project delivered on time, almost within budget and that company is now making hundreds of millions out of the product we built, selling it to hospitals all over the world. The team has been broken up, all of the contractors hve gone and all the permies have been made redundant and the office has been closed. A German company would have built on the experience to gain further market dominance, but unskilled 'Anglo Saxon' managermen close it down because they can reduce some cost on a spreadsheet.
