No, it is reference to a program (Blue Peter or summat) about Joey Deacon who had cerebal palsy back in the 80's.

It became the 'in' thing to screw your hands up and shout 'Joooeeey' with your tongue in your cheek at anyone that did something wrong. No way would it be acceptable nowadays, not that it really was then. Kids can be the cruelest lot.
