I think there is some form of regulation that states that if visibility is sufficiently poor, or if the tarmac is sufficiently icy, the airport can be closed for passenger safety. If it is closed because of ice, it does beg the question as to why they haven't gritted the tarmac and got a few drivers to do various skids to rub the salt in.
