I get the impression that around TOTP in the 70s there was lots of sexual activity going on among young people, including some young people who were a bit too young by the standards of the law. They were perhaps more permissive times.

The 70's were permissive, and 14 wasn't abnormally young to be very sexually active. 80's were too. I am damn sure the 60's were as well. 90's, even with aids, sex was prevalent amongst teens, and more so towards today. One of my kids schools rules states they shouldn't take, or share, 'provocative' pictures of each other on their phones. The school is for 9-14 year olds...

I was of the same thought, to be honest, no evidence, just hearsay, then someone pointed me to the video, where the woman in it come forward and explained what was happening and you have to say, it's actually chilling. I'll try and dig it out, along with what the woman has said.

I felt exactly the same at 2 points in that Louie Theroux documentary. He got him "checked out" before he allowed the interview, I wonder if he was making sure that he had nothing on the abuse angle.
