Does that mean any program i record onto DVD/Video/Etc. and then play back to mates/lend to mates is illegal distribution i could be locked up for ?Comment

Under the strict wording of the law, yes. Plus I wouldnt put it past the licence people to take you to court because you will be am easy target.
