Under the strict wording of the law, yes. Of course, this is hard to prove and there are bigger fish to fry, but off-air recordings are strictly for personal use only.
Plus I wouldnt put it past the licence people to take you to court because you will be am easy target. However, if you were a multi-millionair OR muslim then the government wont touch you!
Does that mean any program i record onto DVD/Video/Etc. and then play back to mates/lend to mates is illegal distribution i could be locked up for ?

So how about if I stick some code on my remotely hosted website to record the video stream and re-broadcast it with a 15 sec. delay. Does that still count as live?
