He'd have to be sane to create, prepare and execute a plan on that scale.

It's not as if someone put everything in place and just told him to pull the trigger.

I'm not sure I'd agree with the argument that insanity does not equate to the cognitive ability to create, prepare and execute a plan of the scale. I think it's been shown the psychopaths are more than capable of controlled planning. Regardless of insanity/sanity he is definitely one sick puppy.
