It's a stock networking "Puzzle". Been around for years.

Well-done. Thin-net require a good earth. The earth cable was traced to the mains distribution board and then led to an earth pole that had been wedged into the mud by the harbour wall. When the tide went out it didn’t conduct.

I had one in a similar vein: the telephones bell didn't ring very well, and anyways was nearly always drowned out by the signalmans dog howling outside.

Bit of a con though with the info. It wouldnt be exactly 15 mins nor would it be exactly an hour would it. Tides are dependant on prevailing weather conditions.
I am not qualified to give the above advice!

Not to mention the fact that the earth pole doesnt need water to conduct, just solid contact with the earth. Since it was wedged into the mud it would still have conducted.

Also, if it was an earthing failure it would have affected all the electrical systems coming of the distribution board and not just the network earth.

Sounds like the MoD contractor I worked for. their thin-net only worked when it was raining. It turned out that the earth rod for everything in the server portacabin was broken and only contacted ground when the rain was settling on the roof and making the portacabin sink.

This was the same place that we opened a VAX 3000 and the thing had an inch of water in the bottom of the PSU.
