Well-done. Thin-net require a good earth. The earth cable was traced to the mains distribution board and then led to an earth pole that had been wedged into the mud by the harbour wall. When the tide went out it didn’t conduct.
Sounds like the MoD contractor I worked for. their thin-net only worked when it was raining. It turned out that the earth rod for everything in the server portacabin was broken and only contacted ground when the rain was settling on the roof and making the portacabin sink.
This was the same place that we opened a VAX 3000 and the thing had an inch of water in the bottom of the PSU.
Bit of a con though with the info. It wouldnt be exactly 15 mins nor would it be exactly an hour would it. Tides are dependant on prevailing weather conditions.
Not to mention the fact that the earth pole doesnt need water to conduct, just solid contact with the earth. Since it was wedged into the mud it would still have conducted.
Also, if it was an earthing failure it would have affected all the electrical systems coming of the distribution board and not just the network earth.

I had one in a similar vein: the telephones bell didn't ring very well, and anyways was nearly always drowned out by the signalmans dog howling outside.

"Somebody doing something daft with the terminators or connections in all likely hood."
Very good! Almost there, the building is on the sea front. What is 15 minutes late each day?
It's thinnet, not rocket science. On summat that size When the network falls over you trace the cable runs and check the connectors and terminators untill you find the one that has been kicked, disconnected, broken or in this case suffered water ingress and replace it or move it as nessessary.
Once you've done that you present the client with a proposal to upgrade them to the 20th century and install a decent ethernet network to replace the prehistoric rats nest they currently have.

This was a real life network problem.
50 user network running Ethernet thin-net . The network drops out every day but 15 minutes later than the previous day. (eg: Monday 12:00 network fails, Tuesday 12:15 Network fails.) Each time the network is down for an hour and comes back online without intervention. All servers and workstations are running and do not fail. Please solve.
If you give up I will tell you the answer.

I have many guises which appear depending on the work available. I am a veritable chameleon of IT matter. I also have multiple personalities depending on the people I'm talking to whether they be suits or new media people.
I do my marketing directly by targetting businesses and arranging appointments and get a hit rate of around 25% (because I have the right attitude and can be cocky and persuasive, and also importantly deliver the goods!). I've recently got lazy though and have been plugging on non-agency based sites and working through agencies.
Flyers have a high production and distribution cost and a low success rate unless they are commodity goods (pizza etc).
This is a good motivational and common sense text you must read before you hit the road. It will give you some ideas and inspiration from a business perspective:
