Haven't tried the three month old phone, but last year's HTC Desire HD runs ICS and has done for a while. No luck needed, though, but thanks anyway.

One thing that surprises me is that people still think Apple overcharges. That may have been true in the 1990s, but it hasn't been for donkeys years.
Look at the Galaxy Tab, which is the nearest thing in spec to previous versions of the iPad: the price is almost identical for an equivalent machine. Yet the iPad is still better, not necessarily in terms of hardware, but indubutably in terms of software and usability.
