my mum had a boundary dispute with her neighbour over a pitifully small amount of back-garden.

It may be minor to everyone else, but to those involved it can take over their lives. You often read stories in the papers about people who spend hundreds of thousands in legal fees over the most petty dispute.
The only time anyone ever got more worked up than my mum over a couple of inches of fence post, was when Adolph nicked a bit of Poland and wouldnt give it back

Pretty sure you can't just decide to build an entrance onto a road without permission. Phone the council and ask.
And go ask the owner about their plans, point out in a non-confrontational way what you said here. No need to cause problems before you find out they are an arse.

ANyway, back to yuor issue. As a kid, we lived down what is a private road. We had a similar issue: a neighbour would use it to access his property. My father, and others (including a Police Inspector), simply put up a sign at the start of it stating it was a private road, they was no access other than people who lived there, and any otherentry would be considered un lawful. We then, well, my father, then went and dropped a note in, stating no more and they didn't. This was the 70's however, when people were considerable politer, and had less neck.

As for planning, there's no issue building a wall under 6'6" if it doesn't face a highway, or public thoroughfare. Not an issue in this case.

First up, I would ask him not to use it, or offer him an option of contributing, if you dont mind that option. If he baulks, then issue a solicitors note.

Or, finally, block him in if he wants to play charlie big potatos
Can you try posting this nonsensical gibberish again? This time in English, if indeed it is your first language.

I had a boudary dispute with my neighbour that ended in a massive argument one sunday morning in the midlle of the street, it cleared the air and whilst we will never be mates if he now wnats access and vise versa we just tell each other, the moral being before getting worked up and solicitors involved just go round and ask them what their doing and discuss the issue

Spoke to the council this morning and they made it pretty clear that they are not the slighest bit interested in anything other than if the wall exceeds the 2m limit. They said it becomes a civil case and to speak to my solicitor. Who mentioned again how the council can be quite useful?!

Just wondering if the shat hits the fan, and I have a few Stellas one afternoon and then decide to concrete some posts in front of the entrance he's trying to make, I wonder if he tries to remove them, I could charge him a £500.00 bill to replace them.... Criminal damage and all that. I'll have to check with the LR exactly where my bit of the road starts and finishes before doing it though.

I would suggest you and a couple of the neighbours get together, dress up in black and put plastic childrens masks over the top of your balaclavas then burst into his house at three in morning, beat him with socks full of sand, tie him to a chair, douse him in petrol, tell him you're going to set fire to him before cutting of his right ear & threatening to come back and finish the job if he finishes that wall.

                  Worked for me.

So you didn't bother finishing the wall then I take it.

Yes, but at least you still have your left ear.
