Just asked a supplier for Release Notes on a product they are releasing into our Test, Staging and Prod Environments, am asked why I need them? How else can I say it that doesn't state the blindingly obvious, because it's needed!

Sounds like a great way to shift all the blame onto them.
When something / anything goes wrong from here, the first port of call is always going to be "it must have been something that you changed in one of your releases". Then watch them scramble to have to prove that it wasn't them.
This works even better when you know that it wasn't them, but enjoy watching them squirm. Have a fix ready, and then just as they are almost about to point out it's nothing to do with the release, ride in on a white steed and save the day.

And we get to the bottom of the obstructiveness, the Release Notes don't exist, but I am told to rest assured they will be ready for the next release.
