You tried going out in some towns in East Germany, or rough parts of West German cities, rather than expat ghettoes?
I daresay a German living in Putney, Wandsworth, or Chelsea probably wouldn't recognise your description of England.

I live in the fourth largest city in Germany with a wikipedia listed population of 1 million. Comparing that to either the 4th largest city in the Uk (Liverpool, wikipedia population circa 500,000) or a city of equal size (i.e Birmingham) or the city in the Uk I know best (Manchester), I would happily walk around all of city center Cologne late at night with no fear of any intimidation/violence/idiotic drunks however I would not happily walk around late night all of the city centers of Manchester, Liverpool or Birmingham without expecting some sort of trouble.

Never been to the East. Only ever been in the South. I struggle to recognise "expat ghettos" and have yet to find parts rough enough to avoid in any of the cities I have lived in (apart from Brussels).
