Can I help it that I so often work on projects with incompetents?
What about the last gig? 20 months straight. 3 renewals. It's not always a failing project, and sometimes the reason the project is failing because of things you had no control over, and can do nothing about.
I wouldn't have said this project is failing, as a simple solution is to sack this numpty and get a capable Sharepoint resource on site for 3 months. Simple solution, again not my call, but funnily enough this is being talked about seriously.
