When growth in Britain is subdued, as it is, there are two ways to make it stronger. One is to export a lot more, tapping into stronger growth elsewhere, particularly the rapid expansion in emerging economies. The other is to try to pinch growth from other countries, by bringing more of it here. Britain, in other words, needs to attract more economic activity and investment from overseas. That, on the face of it, is an impossible task. The British economy is labouring under a post-crisis hangover and adjusting to a new world of constrained credit and a sustained squeeze on the public sector.
