Why is prison not working?
What really needs to be done to reform criminal's at best, just deter them from reoffending at worst?

Everything is about balance between risks and costs. If figures quoted are correct, balance may be about right. There's no such things as "only money", everything we spend on that is less to spend on something else.

I'm with Xoggoth on this one - except the panic buttons solution I find - a tad too liberal - too wishy washy - call me old fashioned - but whats wrong with an Iron Coffin - with spikes on the inside ?
