    As I understand it, we pay our council tax and the council are obliged to hand most of it over to central Government, who then hand some of it back.

    So for instance in Liverpool they have quite a high council tax, but they receive even more from the Government because they have many many people on benefits who don't pay a penny.

    In Richmond, on the other hand, everyone is loaded. But the Royal Borough has to hand back all this cash to the Government, who in turn use it to subsidise cheaper areas. Hence its rather expensive council tax -- one of the highest in the country I believe.

              I bought the house after the divorce as it was cheaper than renting somewhere, but it's turned out fairly well.
