How long does it take to get the residency? I heard it can take years (but why so long?)

My friend moved over there, to live the dream. 18 months later he's on his own with the kids over there as the wife couldn't deal with the winter, and left, even though it was her idea in the first place. He's working at a hog processing plant as it's IT Manager, working 6:30 - 5:00 and having to live with all that snow for a good chunk of the year.
Oh, plus every photo I've seen looks like the place is stuck circa 1982.
