Course, 'performant' is a horrible consultant's made-up jargonword.
No. It's a German and French word meaning "High performing" or "Of high performance". Because it sounds English, European consultants have assumed that it is English, and so it has entered our language. I think it's quite a good word, in fact.
I'm still looking for a decent opposite to "corrupted", as in "your database is corrupted".
I conclude that no-one knows what it means and anyone that uses the term is a tool.
A spekulant is anyone arbitrarily judged by AtW as investing/short-selling/spread betting etc. for a short period of time for profit. Despite his economic genius he's clearly never mastered this and is insanely jealous of people who make money doing it.
