Anyway, it is the project manager's job to take crap from the programme manager, not yours. And it is the team leader's job to wipe the developer's noses.
Your best bet might be to embed yourself in the business and avoid the change mnagement bods. You know, go native. Disappear into the bowels of the organisation. Get involved in some 'process re-engineering' (i.e hiding in someone else's office).
Alternatively, throw some process crap at the project & programme managers: have they got thorough PIDs and business cases and benefits realisation plans? If not, how can you do your bit? See if you can give them the runaround. (Or have they dumped that on you? I would if I had a handy business analyst around near the start of a project.)
