Have you abolished Biology in your universe? Most authorities agree that women complete puberty quicker but it still takes to around 16-17 unlike 17-18 for boys.

To wander off-topic slightly, if true, how come 'stings' are allowed on the net and not on the streets? Or maybe they are? Aren't there entrapment laws?
