That's not really a meme, is it? It's just an expression. And it sounds like a euphemism for a copper's crap.
If you want an expression which means "You do very few hours, you are grossly overpaid, your job security is virtually guaranteed, your responsibility is nil yet your authority grossly inflated and you are completely undersupervised", the term is "MP".Drivelling in TPD is not a mental health issue.
