Just looked at the chart on the first page. The current situation is well below the bottom of the 2003 period.
I just wonder how the work permit aprovals are going. There is a skills shortage after all; it is so difficult to find staff.How did this happen? Who's to blame? Well certainly there are those more responsible than others, and they will be held accountable, but again truth be told, if you're looking for the guilty, you need only look into a mirror.
