      What a good idea.

      Government sets up think tank.
      Appoints steering committee.
Appoints independent body to advise on the above.
Government advised to have purpose built database and IT system contractors.
      10,000 contractors work on project.
      Project to last five years.
Project over runs and goes over budget.
New EU regulations allows limited companies to operate IT contractors in other EU countries up to two years at a time.
Meanwhile UK contractors register limited companies in EU Baltic States where tax is 10% flat rate.

So the scumervent back in 2001 issued Fast Track Visas to foreign IT workers when there was a down turn in the market and now they are advising everyone to shed IT contractors.

Better get my skates on for plan 'b'.
