    All depends on what is meant by fair.

    Poll tax did annoy me, but not for any fairness. Mainly it was because the local authorities seemed to screw it up with regularity - several times my ten one monthly payments suddenly became a immediate demand for the lot.

    I've no problem, per se with tax being a percentage of income. But I think income tax %age should at some point get LOWER the more you earn.

            Sounds like council tax to me. Wasn't here when poll tax was in effect - what's the difference between poll tax and council tax?

                      Poll tax was a per-person charge instead of a per-property charge.

                      It was collected locally which proved to be rather tricky for councils in areas where the population was quite mobile or uncooperative.
