What's the difference between this plan and the much maligned P(r)ole Tax that your friend Thatcher came up with?

The pole tax was fair in that everybody who benefited from a service paid for that service (apart from those unable to do so) in equal amounts. This differs in that those who benefit from a service will pay vastly different amounts for the same level of service.
I am not qualified to give the above advice!

There's a massive difference. Everyone, even slackers paid PT. In Jockland there will be more incentive to be unemployed and less worthwhile to work. They're pretty bright up there you see. Also it makes them less like rest of UK. If we had this local income tax they would probably be trying to replace it with the Rates. Helps their quest for independance. Roll it on I say.

How can it save the "average" family between £350 - £500 per annum, that means that the un-average family ie those who actually work for a living will end up forking out 2 maybe 3 times more than they are already!

If we assume that the "average" family includes everyone where the hell are they going to get the money from.
