Ardesco - I disagree - there are very few occasions when fog lights are required at all.
They generally just cause the person behind to be blinded. The only sensible time to use fog lights is in thick fog at night.

I'm making a comedy movie about bad car/van/truck drivers from a cyclists perspective. I'm using real life footage I take from my round trips to clients. A few of the current scenes were shown to a select group of cycle couriers the other day and they thought it very funny.
My favourite scene so far is the one where the homicidal car driver forces me to stop so he can turn across in front of me, but only succeeds in crashing into a Police car that had just been following me, but I'd slammed the brakes on so he was overtaking (at a junction).
Another good one is where a car driver is f-ing and blinding at a cyclist at the traffic lights, quite a tirade. Car driver out of his car right next to the cyclist, shouting straight in his ear. Cyclist is just stood there trying to ignore him. When I reach them I try and defuse the situation by asking if they'd mind being part of the film I'm making, the car driver goes all sheepish, then the cyclist comes to life and one jab, KOs car driver, car driver goes straight down, cyclist turns, smiles to the camera. I didn't hang around for the Police to arrive...
