So no decent IT training, no prospect of promotion and to be honest no desire to be a manager or have people working for me. Can't be bothered with the hassle of managing people.
I guess milk this gig. When they don't want me anymore take a break and enjoy it for a month or 2. During the break spend time with the wife and daughter. But also make some time to maybe go for a project management qualification i.e prince 2 and play some sports.
You have a good technical mix there and a PRINCE or ITIL qual will benefit you if you wish to move into a PM role.
They are almost a must in the Public sector.
Sounds like you have made your mind up.
Milk it while you can, update C.V, circulate C.V, secure gig, repeat.
