Just been having a gander at the government contracts database.
Theres some worrying stuff in there like the Foreign Office spending cash on Porsches and other crap but also look at what they spend on IR35 advice! https://www.contractsfinder.service....hboard_notices

You have to dive through to find the applicable ones, and there is a lot of stuff where IR35 does apparently not apply!!

Positive - there are lots of opportunities for the usual suspects to make lots of cash. Can contractors get on board?

Yeah the chances of finding stuff in there that your "average" IT Contractor of these forums is likely to be able to take on or win are a bit slim.
There is a lot of crap too, but you can also see where shed loads of our heard earned gets more wasted than flushing ayrtons down the bog!
