Why GPs though? is it some form of medical assessment? "ah yes Mr Jones, you are still perfectly fit to carry on living in an unheated dwelling, carry on, no pay out for now, come back when you get pneumonia, maybe then you'll get a £50 off electricity voucher".Comment
