    You are getting confused because some of it has melted giving the illusion of wetness, but its just a mixture of dry snow and wet water.

    You obviously come from a country that rarely experiences snow.






    ...ah then when your umbrella is "wet" it isn't really, its dry, mixed in with wet water.
