You are getting confused because some of it has melted giving the illusion of wetness, but its just a mixture of dry snow and wet water.
You obviously come from a country that rarely experiences snow.

No. Unless they hold water, esp if they are porous, but its just another illusion.
F@nnies can be wet , but its so long since I saw one that I might be wrong.
