It would be fun to publish a list of people who would have got honours if they weren’t tax dodgers.

He is not UK tax resident, as simple as that.

Yes he pays some UK tax (because he could not dodge it!), but so are the sheiks who shop in Harrods.

Whole he sure as hell doesn't pay any tax to Monaco (that state is funded primarily by 20% VAT on everything), he still makes a positive contribution in the UK
