Every US president uses the war option as tool during his term. If the economy looks like tanking, they try a war. If the popularity is going down, they try a war. If the weapons industry is facing a crisis, they try a war. If the world is at peace for a long time, they try a war.

This is not just limited to republicans. Although, Trump has not tried to use this option so far.

I think you're right on the first one, probably wrong on the second one.

Also, it's probably better to not have Dems in overall control. The Senate is generally quite sensible and there are some pretty nutty Dems in the House.
