why does one vehicle with an MPG of 24 mpg cost just £265 car tax, and the one with an MPG of 27 cost £570 car tax?

One's a 58 plate, the other a 57 so no new laws as far as I'm aware...

It’s about emissions. VED is based primary on those. Look at the NOx figures on each vehicles V5.
