If they were not recorded correctly its up to the Home office to fix it. I agree completely with that, I wish they would get on with it. However these people are apparently not correctly recorded and the government took 50 years to notice. That is a scandal!

I think the correct phrase is "That is a disgrace".

An ambition also entitles you to get a sense of personal fulfilment out of achieving it.
