You need to remember as British citizens we don't need to have a passport or any other government id such as driving license as it is not a requirement for living in the UK.
Btw there are many who applied in recent years for British passports and have been refused. The Home Office even tried to refuse a passport for the newborn son of a British diplomat who was born abroad while his father was on diplomatic service.Comment
