To be fair, it is quite confusing. It's only in 2007 the court of auditors signed off on the accounts and then they split the accounts into two. The bit they would sign off on and the bit they won't, the "few" percent they can't account for. I think it's a bit of red herring the accounts being signed off though.

That is a story about Italy being bent. The EU comes out of that story pretty well.

I understand the reasons for your confirmation bias.
Psychologically you need to paint the EU as an evil, incompetent organisation because it helps you feel better about the fact that you and your fellow travellers stupid voting decision is quite likely to cause this country immense economic pain over the next few years.
The fact that the EU can't account for about 4.7% of spending, according to your own link above, doesn't logically mean the the Brexit vote isn't a massive mistake of course.
